Regulatory Environment
DIGESA (Dirección General de Salud Ambiental e Inocuidad Alimentaria, under MINSA) registers and approves food products for domestic sale; Spanish-language labels are legally required. The 'ALTO EN' octagonal front-of-pack warning label system under DS 012-2018-SA is mandatory for all packaged food sold domestically — applicable to products exceeding WHO/Codex-based thresholds for sodium, total sugar, saturated fat, or containing trans fats or artificial sweeteners. SENASA (Servicio Nacional de Sanidad Agraria) certifies agricultural export quality and organic status. INDECOPI (Instituto Nacional de Defensa de la Competencia y de la Protección de la Propiedad Intelectual) administers the Pisco Peruano denomination of origin; labels must state the specific variety (Quebranta, Italia, Torontel, Moscatel, etc.) and place of production in designated regions. DIGEMID (Dirección General de Medicamentos, Insumos y Drogas) registers pharmaceutical products. The EU-Peru-Colombia MPAA (Multi-Party Agreement) in force since 2013 provides preferential tariff access for most Peruvian food exports to the EU.
Key Industries
Copper mining (world's second-largest producer — Las Bambas, Cerro Verde, Antamina), gold mining (Yanacocha — Newmont/Buenaventura), asparagus and avocado export (EU, US), Pisco and premium wine, quinoa and maca superfood export, cacao (Peruvian single-origin), and pharmaceutical manufacturing.
Market Context — Peru
Peru is the world's second-largest copper producer (after Chile, consistently ahead of DRC), with Las Bambas (Glencore/MMG), Cerro Verde (Freeport-McMoRan), and Antamina (Glencore/BHP) among the world's top copper mines. Peru's superfoods — quinoa (Bolivia and Peru together supply 80–90% of global production), maca (Peruvian highlands are the only commercial source), and camu-camu (Amazon source of natural vitamin C) — have grown into billion-dollar export categories in European and US health food channels. Peru implemented one of the world's most comprehensive front-of-pack food warning label systems under Ley 30021 (Ley de Alimentación Saludable, 2013) and its 2019 implementing regulations: all packaged foods high in sodium, sugar, saturated fats, calories, or containing trans fats or artificial sweeteners must carry mandatory black octagonal 'ALTO EN' (HIGH IN) warning labels — a system that the EU and other countries have studied as a potential model.
