Regulatory Environment
The Law on Food Safety (Royal Kram No. S/RKM/0622/006, promulgated 8 June 2022) is the primary statute governing food regulation; five ministries share implementation duties, with the Ministry of Commerce (MoC) coordinating enforcement and the Ministry of Health's Department of Drugs and Food (DDF) responsible for product registration in high-risk food categories. MISTI (Ministry of Industry, Science, Technology and Innovation) operates the Institute for Standards of Cambodia (IISC), which certifies and registers food-product labels before products may circulate on the domestic market. Khmer-language labelling is mandatory for all food sold in Cambodia; where the primary label is in another language, an affixed Khmer sticker is currently accepted. MoC Prakas No. 263 (September 2019) governs inspection procedures for all imported food. The Prakas on Nutrition Information Requirements (February 2022, effective 1 June 2022) mandates a standardised nutritional-declaration table. Kampot Pepper and Kampot Salt are each registered EU Geographical Indications — the only two Cambodian products to hold EU GI status — and certified products must carry the mark of the Kampot Pepper Promotion Association (KPPA). Note: 'FDA Cambodia' is not a named body — the correct domestic food authority is the MoH's Department of Drugs and Food (DDF), working alongside MISTI's IISC and the Ministry of Commerce.
Key Industries
Garment, footwear and travel-goods manufacturing (US$13.92 billion exported in 2024; world's 8th-largest apparel exporter, employing approximately 800,000 workers), rice milling and export (651,522 tonnes milled rice in 2024), Kampot Pepper specialty export (EU-registered GI, 103 tonnes at US$15,000–28,000/tonne in 2023), palm sugar and artisanal agri-food, tourism and hospitality, and microfinance and financial services.
Market Context — Cambodia
Cambodia's garment, footwear and travel-goods (GFT) sector generated US$13.92 billion in exports in 2024 — a 23% year-on-year increase — making Cambodia the world's eighth-largest apparel exporter and the dominant driver of country-of-origin and care-label design demand. Beyond GFT, Phnom Penh and Siem Reap are seeing rapid modern retail expansion with growing consumer demand for Khmer-English bilingual packaging, while the high-value specialty export segment — led by Kampot Pepper (103 tonnes exported in 2023 at US$15,000–28,000 per tonne, roughly 85% destined for European markets) and milled rice (651,522 tonnes exported in 2024) — requires packaging that communicates GI-protected origin credentials to EU and US specialty buyers. Cambodia's 2022 Law on Food Safety has accelerated domestic label redesign across the food sector as Khmer-language requirements now apply to all prepackaged food circulating domestically, creating a sustained compliance-driven design opportunity for brands entering or already in the market.
Logo Design in Phnom Penh
Phnom Penh is Cambodia's capital and a rapidly developing city whose economy spans garment manufacturing for global fashion brands, a growing tech and finance sector, and increasing FMCG demand from a rising middle class. Packaging must comply with Cambodian sub-decree No. 209 on food labelling, with Khmer-script primary text required for domestic products alongside English for export goods.
