Regulatory Environment

BBN — Bureau Burundais de Normalisation et Contrôle de la Qualité (ISO member body, ISO member 1591) — is the national authority governing product standardisation, quality assurance, metrology, and conformity assessment. As a member of the East African Community (EAC), Burundi participates in the adoption of East African Standards (EAS). French and Kirundi are both official languages; domestic product labels must include French-language mandatory particulars at minimum. Coffee and tea destined for EU markets must comply with: Regulation (EC) No 396/2005 governing pesticide maximum residue limits; EU FIC Regulation 1169/2011 for consumer-packaged processed coffee labels; EU Regulation (EC) No 1935/2004 for food contact packaging materials; and EUDR Regulation (EU) 2023/1115 requiring a due diligence statement with plot-level geolocation data for all coffee placed on the EU market after 30 December 2026. ARFIC (Autorité de Régulation de la Filière Café au Burundi) is the statutory body responsible for coffee quality grading, export authorisation, and commercial information reporting; exporters must obtain ARFIC approval for coffee shipments. Rainforest Alliance and Fairtrade International certifications each require licensed seal placement per the respective certification body's packaging brand guidelines; label proofs must be submitted and approved by the certifying body before production runs.

Production in the 2024/2025 crop year rose approximately 7% year-on-year to around 150,000 sixty-kilogram bags. Fully washed processing — using Burundi's approximately 283 coffee washing stations, of which roughly 70% are privately owned following sector liberalisation in 2006 — accounts for approximately 83% of total export volume, producing the berry-forward, clean cup profile sought by European specialty roasters. A major new compliance layer landed in 2023: EU Regulation 2023/1115 (the EU Deforestation Regulation / EUDR) requires that all coffee placed on the EU market after 30 December 2026 be accompanied by a due diligence statement proving the product was produced on land not deforested after 31 December 2020, with geolocation traceability to individual plot level; the European Commission's May 2025 benchmarking placed Burundi in the standard-risk category, imposing the full compliance burden on exporters.
