Regulatory Environment
The Food Safety Act 2013 is the primary food safety statute, administered by the Bangladesh Food Safety Authority (BFSA), established in 2015 under the Ministry of Food. The Packaged Food Labelling Regulations 2017, issued under section 87 of the Food Safety Act 2013, govern domestic and imported packaged food: labels must include Bengali-language text (imported products require a Bengali sub-label), mandatory nutritional information, manufacturer details, and BSTI certification marks where applicable. BSTI (Bangladesh Standards and Testing Institution), established in 1985 under the Ministry of Industries, sets national product standards and certifies conformity across food, textile, and industrial product categories. Pharmaceutical and cosmetics packaging is governed by the Drug and Cosmetics Act 2023 (Act No. 29 of 18 September 2023), with product registration and label approval managed by the Directorate General of Drug Administration (DGDA) under the Ministry of Health; no pharmaceutical product may be manufactured, distributed, imported, or exported without DGDA registration. The Pure Food Act 1967 has been substantially superseded by the Food Safety Act 2013 for labelling and compliance purposes and should not be cited as the governing law.
Key Industries
Ready-made garments and textiles (84%+ of export revenue, $38.48 billion in 2024 — world's second-largest RMG exporter), domestic FMCG including food and beverage, personal care, and household products (major operators: Unilever Bangladesh, Nestlé Bangladesh, Marico Bangladesh, Square Consumer Products), pharmaceutical manufacturing and export to 157+ countries (Square Pharmaceuticals, Incepta Pharmaceuticals, Beximco Pharmaceuticals), agri-food processing and rice milling, and ceramics and bone china tableware export.
Market Context — Bangladesh
Bangladesh's ready-made garment (RMG) sector exported $38.48 billion in fiscal year 2024, accounting for over 84% of total export revenue and employing more than 4.4 million workers, cementing Bangladesh's position as the world's second-largest RMG exporter after China. This export-led manufacturing base has built logistics and supplier infrastructure in Dhaka and Chattogram (formerly Chittagong) that now underpins a fast-expanding domestic consumer economy: the FMCG market reached approximately $4 billion in 2023 and Bangladesh is projected to become the ninth-largest consumer market globally by 2030. Per-capita FMCG spend of approximately $23 versus $44 in India signals substantial headroom for brand-led packaging investment as a rising middle class — projected to grow from 12 million to 34 million people by 2025 — drives premiumisation across food, personal care, and household categories. The pharmaceutical sector is a high-specification packaging client: Bangladesh meets 98% of domestic drug demand domestically and now exports to over 157 countries, including the US, UK, and Germany, with Square Pharmaceuticals holding approximately 27.7% domestic market share and Incepta Pharmaceuticals supplying over 68 countries.
