Regulatory Environment
EU FIC Regulation 1169/2011 applies directly; labels must be in Croatian for domestic retail sale. Wine labels must comply with EU CMO Regulation 1308/2013. Croatia's ZOI/ZOZP geographic protection system (equivalent to EU PDO/PGI) was introduced on EU accession (1 July 2013): ZOI requires that grapes originate exclusively from the delimited region with all production stages there; ZOZP requires at least 85% regional fruit with at least one production stage in the zone. PDO products must bear the official EU PDO logotype and, for prosciuttos, the associated origin mark. Pharmaceutical labelling is regulated by HALMED (Agencija za lijekove i medicinske proizvode), which requires Croatian-language labelling and patient information leaflets and may grant case-by-case exemptions. EPR obligations were rewritten under Ordinance OG 137/2023 with mandatory monthly reporting from January 2025; PET beverage containers must contain at least 25% recycled content from 2025. The EU PPWR (Regulation (EU) 2025/40) applies from 12 August 2026.
Key Industries
PDO food exports (Istrian and Krk olive oil, four PDO pršut varieties, Istrian truffles, ZOI wines including Dingač and Postup); pharmaceuticals (PLIVA/Teva, Zagreb); shipbuilding and high-value yacht manufacturing (Brodosplit, Uljanik Group); Adriatic tourism and hospitality; and timber and wood products.
Market Context — Croatia
Croatia joined the EU in July 2013 and adopted the euro on 1 January 2023, making Zagreb-based brands fully subject to EU FIC Regulation 1169/2011 and integrated into the EU Packaging and Packaging Waste Regulation (PPWR, Regulation (EU) 2025/40) enforcement framework. The Adriatic coast produces a dense cluster of internationally traded PDO products requiring official EU GI logotype use on export packaging: four dry-cured ham varieties — Dalmatinski pršut, Drniški pršut, Istarski pršut, and Krčki pršut — all hold EU PDO status; Istrian extra-virgin olive oil (Istarsko maslinovo ulje, EU PDO since 2019, registered jointly with Slovenia) and Krk olive oil (Krčko maslinovo ulje, EU PDO since 2016) carry mandatory PDO marks. Croatian wine law uses the designations ZOI (Zaštićena Oznaka Izvornosti, equivalent to EU PDO) across 16 regions and ZOZP (Zaštićena Oznaka Zemljopisnog Podrijetla, equivalent to EU PGI) across 3 zones, with Dingač and Postup — both made from Plavac Mali grapes on the Pelješac peninsula — among Croatia's best-known ZOI wines. PLIVA Croatia (a member of the Teva Group, headquartered in Zagreb) is the country's largest pharmaceutical manufacturer, directing over 80% of its output to export markets. Croatia is the second-largest shipbuilding nation in Europe, with a sector valued at €286.3 million in 2025 that has pivoted toward high-value yacht and polar cruise ship construction.
