Regulatory Environment
The Bhutan Agriculture and Food Regulatory Authority (BAFRA) was merged with the Drug Regulatory Authority (DRA) and the Bhutan Narcotics Control Authority (BNCA) to form the Bhutan Food and Drug Authority (BFDA) under the Civil Service Reform Act of Bhutan 2022; all food regulatory, labelling, and export certification functions previously held by BAFRA now vest in BFDA. Food labelling follows Codex Stan 1-1985 (Labelling of Prepackaged Foods), enforced under the Food Act Rules and Regulations 2007, requiring country of origin, full ingredients list, nutritional information, manufacture and expiry dates, and allergen declarations in English (and Dzongkha for domestic distribution). For organic exports, producers must meet the Bhutan Organic Guarantee System (BOGS Version 2019) to bear the Bhutan Organic Mark, managed by the National Organic Programme under BFDA. The Bhutan Green Label (Ecolabel), administered by the Consumer and Competition Affairs Authority (CCAA), is the formal eco-certification mark for environmentally sound products. Note: there is no formal government-issued certification called 'GNH certification' applicable to export packaging — prior claims to this effect are inaccurate.
