Arabic is mandatory on all product labels sold in Kuwait; Arabic-English bilingual labelling is the commercial standard. The Public Authority for Food and Nutrition (PAFN) is the primary food safety and import regulation authority responsible for inspecting and approving all food products entering Kuwait — 'PAAET' (Public Authority for Applied Education and Training) is an education institution with no food regulatory role and should not appear in labelling compliance documentation. The Department of Standards and Metrology under the Public Authority for Industry (PAI) coordinates national conformity assessment and GSO standard adoption. GSO 9:2023 governs general prepackaged food labelling across all GCC states. Halal certification from PAFN-recognised bodies is mandatory for applicable food products; GSO 2780:2024 sets the current halal standard. Pharmaceutical products require registration with the Ministry of Health (MOH).
